This is an In-Game editor. It lets you edit your save games from within the game. The pop-up editing screen will pop-up when you save your game (with f2). This lets you edit the file you are currently saving. When you are done fiddling with your stats press scroll lock to return to the game. To make the edited stats your current stats just reload the game you just saved.
