│ For those of you who were around and paying attention last time, it's been │
│ quite a while since the utilchart last graced your screens. We apologise, │
│ but real life has been having its wicked way with us. For those of you for│
│ whom the chart is a new thing, we hope you'll find this both informative │
│ and entertaining, and that you'll feel inclined to send money, women and │
│ blank cds by way of encouragement. I'd like to take this opportunity to │
│ thank FaTaLMaN for his enthusiastic, if somewhat limited, attempt to │
│ continue whatever legacy this chart has enjoyed; now, however, the regular │
│ staff are back on the beers and back at the helm. │
│ │
│ Those of you who remember the old chart may notice one or two significant │
│ changes to this new incarnation. The most important of these is our │
│ decision - hard made - to remove from our listings all releases by util │
│ groups that cannot be considered applications in their own right. So, that│
│ means no more textures, no more sound samples, no more training vcds. It's│
│ not a decision we're entirely comfortable with, since the utilchart opinion│
│ remains that such releases can be useful and valid; however, the fact is │
│ that there're a number of groups who release a hideous number of such │
│ wares; also, that many sites still nuke them, and many individuals still │
│ don't care about them and consider such releases "lame". Ultimately, │
│ though, the feeling was that our little attempt to provide something for │
│ the scene should exist predominantly as what it claims to be: a chart for │
│ utilities, and not for materials that supplement or augment those utils. │
│ │
│ Along with making our task quite a bit easier, this decision also serves to│
│ simplify our rules: any release that in our opinion does not exist as a │
│ true "application" in its own right will not be covered or considered by │
│ this chart. Where things get difficult, of course, is in the area of │
│ resource kits and the like; in these cases our policy will be as it was │
│ before: true software add-ons that supply real additional value to an │
│ application will continue to earn two points. App-related bookware will │
│ likewise continue to earn one point. │
│ │
│ Our crusade against modification of ISO images appears to have been lost, │
│ with "install.txt" and even nfo files being routinely added to CDs. It's │
│ a shame, but we haven't the energy to keep arguing the point, and for once │
│ elect to kowtow to the desires of the rabble. Never mind. │
│ │
│ In most other respects, our rules remain the same - newcomers should read │
│ the 'chart rules' section that follows for an overview. One further change│
│ that has seemed necessary, however, has been the inclusion of Linux-based │
│ releases in our coverage. The increasing relevance of Linux, not least due│
│ to the fact that it is the OS of choice for many siteops, means it's not │
│ fair for us to continue to ignore it; we hope this decision will meet with │
│ your satisfaction, and that we won't suddenly see a glut of GPL'd "rels" │
│ hitting the sites... │
│ │
│ We've been pleased to note that the utilchart-endorsed labelling of │
│ so-called "undersized" releases has become something of a standard within │
│ the util scene; however, we've been disappointed to note that the need for │
│ such labelling remains an issue, since we continue to believe that the iso │
│ scene should cover full cd releases whether they be large or small. We │
│ continue to encourage siteops and nukers to re-evaluate their policies with│
│ regards to such releases. │
│ │
│ It's also been interesting to view the development of the util scene, which│
│ is no longer a one group affair. There's a good deal of competition now │
│ evident between the senior groups, with TFL's previous dominance having │
│ been supplanted by the emergence of new groups and the continued presence │
│ of the likes of RiSCiSO and RiSE. Some groups have fallen by the wayside, │
│ of course, but the util scene is arguably more interesting and dynamic than│
│ ever before. │
│ │
│ You'll notice that it's still the "util chart"; I've decided not to take │
│ the plunge and start covering the games scene, due both to a lack of time │
│ to get everything written up, and to a desire to avoid being bombarded │
│ with messages from irate/ignorant/stupid game groups and users. Perhaps │
│ some time in the future, but not now. │
│ │

│ │

│ These rules are adapted with permission from the isonews scoring system, │
│ with a few modifications. We do not wish to impose a great many value │
│ judgements on what's released - after all, in the util scene more than most│
│ one man's meat is another man's poison. Nonetheless, we feel from our │
│ discussions with other members of the scene that a few areas of apps are │
│ less appropriate or desirable for the scene. Primarily, stock photos, │
│ models & textures that are not in and of themselves applications receive │
│ fewer points than other releases. │
│ │
│-[ Full Apps ] +05 │
│ │
│ Although the isonews games charts award extra points for "exceptional" │
│ titles, there is rarely any application that is exceptional for all users. │
│ Certain applications may cost $10,000 but be of interest to only a very │
│ small minority. Others might cost $25 but be highly sought-after. Apps │
│ from Microsoft may be desirable to many, but anathema to others. So, we │
│ will not be awarding any additional points for any particular releases. │
│ │
│-[ Incremental Releases ] │
│ │
│ With applications more than with games, software companies may release the │
│ same utility on a regular basis with only minor updates - leading to a new │
│ version number, but very little besides. Given the size of isos, and the │
│ fact that such releases are often joined by very small patches that can be │
│ downloaded or otherwise obtained free from the software manufacturer, we │
│ will exercise our judgement in determining whether points will be given │
│ to incremental updates of applications already released in ISO form. In │
│ general, any such update (eg. from version 1.5 to 1.5.2) will need be │
│ required to show detailed evidence of large modifications from one version │
│ to the next. In order to obtain points, a group must detail these changes │
│ within their nfos, unless there are sufficient pointers to substantial │
│ differences between the releases that render a detailed listing of changes │
│ redundant. For example, if filedates are all very different, and filesizes│
│ are immediatly obviously different, this requirement is waived. Still, we │
│ recommend and request that groups do detail changes between releases where │
│ it is possible for them to do so. │
│ │
│ Incremental Update releases that match the criteria given above will be │
│ scored as full releases, +05 │
│ Incremental Update releases that do not match the criteria given above will│
│ not be penalised, but will score no points. │
│ Incremental Update releases that claim multiple modifications in an attempt│
│ to score points, but whose claims are subsequently proven false, will be │
│ deducted +05 points. This is to discourage cheating and abuse. │
│ │
│-[ Zero Compression : +00 ] │
│ │
│ Any group that releases a title with less than normal compression │
│ (specifically zero compression) will get no points for the title and the │
│ group that subsequently releases the first full version of that title with │
│ at least normal compression will be awarded the full +05 points. It is │
│ not our intention to lead groups into repacking each other's releases to │
│ gain points, but rather to encourage good practice in using compression. │
│ We understand that groups may be under pressure to release uncompressed in │
│ the case of smaller applications; however, please see below for our rules │
│ for smaller releases. │
│ │
│-[ Small/Undersized Titles ] : │
│ │
│ It is not our intention to use this chart to dictate policy to the scene. │
│ However, any rules such as this, if they become accepted and followed by │
│ the scene, will generally become a de facto standard by which releases are │
│ judged. We understand this, and we understand that this fact places a │
│ certain level of responsibility on our shoulders. As such, it has been │
│ necessary for us to make certain decisions about certain types of releases.│
│ As noted above, we will not be awarding points for uncompressed releases. │
│ As also noted, this leads to problems with smaller releases. │
│ We believe that the ISO scene is an important one; we know that the scene │
│ comprises people who are fanatical about collecting CD images. So, we will│
│ take a very liberal stance in giving points for releases that might be │
│ nuked on certain sites for being "undersized": any release that in its │
│ *uncompressed* format is at least 50meg in size will be awarded full │
│ points. This is not the rip scene; certain members of the iso scene aren't│
│ even *in* the rip scene, and so comments like "get rip" are not helpful, │
│ and go against the iso scene. However, we realise that this is another │
│ contentious issue so, again, please give feedback. │
│ │
│-[ Dupes : -05 ] │
│ │
│ Any group releasing a dupe will have 5 points deducted. This does not │
│ apply to incremental updates, as discussed above, since we realise that │
│ there will always be those who want every release. │
│ │
│-[ Repacks/Fixes/Fuckups/Bin Errors : -02 │
│ │
│ The group that releases the first 100% error free and working version of │
│ any application will receive the points. Any group releasing a bad pack, │
│ uncracked application, or non bin/cue formatted application will have 2 │
│ points deducted, regardless of whether they subsequently repack their app │
│ successfully. │
│ │
│-[ Beta : -05 ] │
│ │
│ Any beta version of an application not clearly marked as such in both the │
│ nfo and the directory name will lose the releasing group 5 points. Any │
│ release clearly marked as beta will not lose points (we leave the nuking │
│ at the discretion of individual sites) but will not gain any points. │
│ │
│-[ Old Utils : -02 │
│ │
│ The util scene is fairly liberal with allowing older applications to be │
│ released; these charts shall reflect that by awarding full points (where │
│ appropriate) to any application whose street date is within the past six . │
│ months. We may consider reducing this to three months but since many │
│ groups evidently consider the half-year the cutoff date we will respect │
│ this period until the util scene develops further. However, older utils │
│ will be penalised two points. │
│ │
│ [ Clip-Art / Textures / Models / Etc ] │
│ │
│ As detailed above, any releases of this nature will no longer score points │
│ or be covered by the chart. │
│ │
│ [ Geographic-centric releases +00 ] │
│ │
│ Any releases that are only applicable to certain regions will not score │
│ points. For example, Canada-centric tax applications. │
│ We realise that this cuts out a number of map and tax applications that're │
│ useful to some people in the US; however, it is the intention of this chart│
│ to be universal and, since we also not be giving points to, say, european │
│ maps and/or tax software, everything evens out in the end. As with all │
│ things in this chart, however, please let us know if you don't like this │
│ rule. │
│ │
│ [ Add-Ons, Supplemental Programs, resource kits, etc. +02 ] │
│ │
│ Any release that depends on or only expands another release will earn +02 │
│ points. This includes plugins, non-free SDKs, programming libraries, etc. │
│ │
│ [ Computer-Based Training +02 / Bookware +01 ] │
│ │
│ Groups, individuals and sites are split on whether CBTs are acceptable. │
│ We have no wish to dictate policy on this but, to represent this split │
│ within the scene, CBTs will also receive only 2 points. Bookware will get │
│ one point only, for the time being. NOTE ON POLICY: Any release that is │
│ primarily just a source of information with nothing notable besides will be│
│ considered bookware for the purposes of this chart. In other words, adding│
│ a few photos or a search to an app does not stop it from being bookware. │
│ To qualify as a full, non-bookware release an application must have lots of│
│ value added in terms of extra functionality, interaction, etc. │
│ │
│ [ Acceptable Operating Systems ] │
│ │
│ For now, this report will encompass only Intel, Windows and Linux-based │
│ apps. Given sufficient demand we might consider covering Solaris; for now,│
│ however, such applications are beyond the scope of this chart and will be │
│ ignored for the purposes of points. Non-Windows/Linux releases will score │
│ no points. │

│ Some rather hardcore engineering releases here from EATiSO; however, they │
│ seem to be legit, so they get the points. We were quite impressed by the │
│ consideration shown by EAT to the user with the inclusion of a little file │
│ which, when run, restores the iso image to the original format without the │
│ inclusion of a crack/ directory. Extra kudos to them for that - and they │
│ turn up high in the charts, to boot! ││ │

│ Apart from Reaktor, a cracking release for anyone into audio stuff, this │
│ was a reasonably quiet week for RiSCiSO - nonetheless, their consistency in│
│ releasing apps can only be admired, and RiSCiSO have shown themselves to │
│ often be the first port of call for audi apps. Interesting to note that │
│ RiSCiSO are one of the groups to have adopted the "sub 100meg" labelling │
│ policy, which is one to which they were staunchly opposed at the time of │
│ the last util chart. Splendid. │

│ Well, despite a bloody huge nfo, EFA didn't provide much information as to │
│ date on which this supposed suite was released. While we realise that this│
│ kind of software is generally released on spec and not by regular retail │
│ channels, the fact that this CD seemingly doesn't cover every module that │
│ Apsim sell (for example, the "ApsimPI" that's mentioned on their website │
│ doesn't seem to be available here) makes it difficult to score this release│
│ in an appropriate fashion. Nonetheless, generous chaps that we are we'll │
│ give this the full five points - if anyone can provide further info though,│
│ good or bad, we'd like to hear it. │

│ Another relatively new group who, like most such groups, has had a rather │
│ patchy history to date. This week's releases wouldn't be too bad, except │
│ that the Mentor Graphics release doesn't include a crack on the CD image, │
│ and one of their other releases isn't valid for this chart. Still, we've │
│ seen worse; hopefully ROR can avoid the bin errors and suchlike that have │
│ plagued one or two of their releases in the past, and provide true service │
│ to the scene. Of course, we're always put off groups who greet the likes │
│ of Justiso within their nfos.... but maybe that's just us. │

│ Some controversy around the Dragon release, which was nuked in some places │
│ on the basis that version 6 of Dragon Naturally Speaking is apparently │
│ available; however, it seems that v5 is the current available edition of │
│ the "Home version of the software. A shame that the group didn't mention │
│ this in their nfo. Things're complicated further by the fact that there │
│ doesn't seem to have been an iso release of version 6 in any form. More to│
│ the point, this app seems to be rather old: I've seen reviews of it dating │
│ back to December 2000. In the absense of any further information, we're │
│ scoring it as an old app at -2; if anyone can provide any further info then│
│ we'll be sure to update you in the next chart. │

│ Those of you who read the chart in its previous incarnation will have seen │
│ that we've reset the scoreboard; the face of the util scene has changed too│
│ much to make carrying the old scores over make any sense; also, we decided │
│ that a level playing field would add interest and better represent the │
│ scene as it is now. │
│ Anyone looking at the chart a while ago and making predictions for the │
│ future would likely have expected TFL to continue its dominance; what they │
│ certainly wouldn't have expected would have been for a group called EATiSO │
│ to be up near the top... Nonetheless, there they are; whether they can │
│ keep up with the longer-established groups in the future is yet to be seen.│
│ Either way, the scene's definitely a lot more cohesive than it was before: │
│ even taking into account the fact that we're no longer covering textures/ │
│ sounds, it's clear that the groups releasing today are making fewer errors-│
│ and that there's more competition at the top. It's fair to say that the │
│ prospects for some real tussles in those top few positions has never been │
│ greater, and it's difficult to predict who might emerge as a clear leader. │
│ It's good to see relatively new groups coming along and doing things at │
│ least reasonably well, not least because it makes my job easier. │
│ │
│ Since this is the first new edition of the chart, I'm going to leave it │
│ there, only adding that it's good to be back, and that we hope to bring you│
│ an informative - and entertaining - read on a more regular basis. We need │
