β We got the idea for this project a few issues back when we didn't β
β know what to write about for the next issue and were feeling that both β
β of the e-mags were beginning to get a little repetitive, and that we β
β needed to have something new, yet something essential for the warez β
β public to hear of. While brainstorming, it seeemed that almost on the β
β same note, Rebel Chicken and I jumped and said "Let's interview the β
β FBI!!!" We giggled a bit, laughed at our apparent stupidity, β
β childishness, and moreover, FOOLISHNESS, and continued to brainstorm. I β
β don't think we were at all forgetting about this new idea, though, and β
β not five minutes later, we came back to it. β
β β
β We began to think more rationally, and attempted to find a way of β
β having a close encounter with the Federal Bureau of Investigation β
β without risking our own safety. We have worked over the period of β
β approximately three weeks to try to get you the best scoop that we β
β could. We feel that our coverage is very thorough and that we have done β
β an awesome job getting the important facts out, the facts that we should β
β all know if we're going to stay in this business. We sincerely hope β
β that you will enjoy this section, we have spent many hours working on β
β it, and we are quite sure that you will find it useful and informative. β

β Now for some background information: β
β β
β Recently a new branch of the FBI opened up near our area, San β
β Francisco, California, USA. The main reason that this agent knew so β
β much about the topic we were studying is (apart from a bit of luck on β
β our part) that this branch is dedicated to the investigation of computer β
β related crimes. A bit for my own good, I wanted to investigate this to β
β see if they were coming for me, or for the perverts that hang out on β
β #gaysex and trade GIFs. β
β β
β How us Mofos started this search: β
β β
β We started by finding a good, comfortable pay phone, namely one with β
β a nice, soft chair, that we could sit on for the length of an interview β
β and be no less comfortable than we would be if we were sitting our asses β
β in front of IRC :-). We spotted the perfect one, nice, deserted area, β
β and a soft chair! We were rather excited, went back home, got the β
β number to the department, a tape recorder (despite the fact that the β
β FBI agent preferred we didn't tape it) and headed back to our site. We β
β called the office, asked to speak with the press person, and were β
β greeted by a very nice person (as most press-people should be!). We β
β asked whether or not anybody would be able to grant us a phone interview β
β and just as she was about to decline, she spotted an agent that didn't β
β seem to be doing much. She transferred us to his line, and the β
β interview began (We got a tad more nervous :-). Here, read on!!! β

β Q : The FBI (Federal Bureau of Investigation) was first started in an β
β attempt to arrest Al Capone for his bootlegging crimes. Since the β
β computer age, the government has ushered a new objective for this β
β force. No longer is the FBI solely responsible for drug dealing β
β and homicides, but they have been granted a greater jurisdiction β
β because it is now responsible for the investigation of other β
β high-tech computer related crimes. What are your main concerns β
β involving computer crime? β
β β
β A : Computer crime has brought upon us a much more difficult form of β
β crime to investigate. Currently, our main interests involving β
β computer crime are to eliminate child pornography, credit card β
β fraud, and grand theft. Such crimes are difficult to investigate β
β because of the distance between the investigator and the suspect, β
β the ease of impersonation, and the Constitution, which keeps us β
β from breaking into high-level programs to grab information about β
β a suspect. This is still a relatively new field for us, and due β
β to the high rate of development and advancement in technology, β
β our staff's methods must keep up with those of the criminals. β
β β
β Q : Can you please elaborate on the three main concerns that the FBI β
β department is facing? β
β β
β A : Credit card fraud involves people hacking into the Internet and β
β virtually tapping lines where they grab credit card numbers. Then β
β they use the cards as they would their own, often buying thousands β
β of dollars' worth of goods. Child pornography has come to an β
β all time high this past year. Pornography has always been around, β
β but it seems that a new form of it has plagued us. Explicit β
β photographs of boys and girls as young as 8 years old have been β
β found on the Internet, and the government has not been able to do β
β anything about it due to their limited control of people "freely β
β expressing" themselves. Grand theft is estimated to have been β
β going on for roughly 15 years, making it one of the oldest β
β computer crimes around. Grand theft often involves the trading β
β of unlicensed software, severely hurting software distribution β
β companies. β
β β
β Q : What keeps the government from completely banning child β
β pornography? β
β β
β A : The United States of America is just that, a set of states, united β
β under one law, the Constitution. However, the 10th amendment β
β states that all laws not clearly defined within the bill of β
β rights be given to the states. Thus, different states have quite β
β different laws, including those of child pornography. Keeping β
β within the laws would be simple for each individual state, but β
β with the Internet, it has become virtually impossible to control β
β data, as most of the time, one does not even know what state s/he β
β is sharing data with. Even with the passing of laws regulating β
β such activity, enforcement would be extremely difficult if not β
β impossible. β
β β
β Q : Recently many major software companies, such as Novell and β
β Microsoft, have made a lot of noise about their software being β
β illegaly copied. Apparently this has been going on in excess of β
β fifteen years. What keeps the FBI from taking down all the people β
β that pirate software? β
β β
β A : Software piracy occurs in many forms. One way is when a person β
β simply copies programs for another person on disk, and trades it β
β in person. Another very common way is online. The Internet is β
β filled with forums dedicated to computer piracy, and then there β
β are computer Bulletin Board Systems (BBSs) that are also dedicated β
β to piracy. Restricting trade on the internet, much like with β
β child pornography, is virtually impossible because of the freedom β
β of speech and expression. The FBI has quite a presence on the β
β Internet sites and chat channels, but can't really do much about β
β what it sees. BBSs are slightly easier to deal with. If the FBI β
β gathers enough incriminating information about a certain system β
β (which often takes years to achieve), it may receive a search β
β warrant to raid the operator's house. The FBI currently has β
β access to a number of the "top" BBSs, most of which have over TEN β
β incoming phone lines. I can not give specific information on β
β upcoming busts, but I will reveal that the FBI is working on some β
β very significant ones, and is constantly trying to end this costly β
β crime that is causing American companies huge losses. β
β β
β Q : What is the usual procedure when a person gets "busted" for β
β software piracy? β
β β
β A : It's rather depressing, because the majority of the time, when we β
β catch someone pirating software, it is a person under the age of β
β eighteen. We don't want a punishment so light that the minor will β
β disregard it and commit the crime once again, but we don't want a β
β punishment so stern that it will ruin the person's life. When an β
β adult is caught, the outcomes can be quite serious. Fines in the β
β hundred thousands are often imposed, and all computer equipment β
β containing illegal material is seized. Being caught for such β
β white-collar crimes can really mess up a person's life. β
β β
β Q : What is your main hinderance from being able to take down any and β
β all BBSs that you find in violation of piracy laws? β
β β
β A : We know about many, many boards in violation of such laws. We can β
β even gain access to many of them, but the FBI is in sort of a β
β catch-22. When we log on to a BBS, we often find a message β
β stating either that if we are in the FBI, we must disconnect β
β promptly, or that we must leave a message to the operator stating β
β why we want access to a board. If, however, we do gain access to β
β a BBS, our worries are by no means over. We have to find a file β
β containing illegal software and be able to "download" it. Before β
β we can do this, however, we often have to send the BBS something β
β of our own. That is where our search generally ends. If we get β
β involved in sending a BBS some pirated software, we are in turn in β
β violation of the law. Such activities are different from drug β
β dealing where the FBI is allowed to go undercover, and even β
β impersonate a drug dealer. However, whenever we logon to a board β
β we are stepping into someone's house and must abide by their β
β rules. Thus, we must have a search warrant. β
β β
β Q : How, then, do you ever take down a BBS? β
β β
β A : Our main resource is Narcs. When we catch a person and impose β
β sky-high fines on them, they are usually willing to do just about β
β anything to keep from having to pay them. This is how we find β
β the biggest of boards and stop them. β
β β

β Due to the fact that our interview was done by phone, the personal β
β level of contact was not there, and the FBI agent felt free to end it as β
β soon as he had to go. Approximately 15 minutes into the interview, we β
β were forced to end it because he had a call on the other line (DOH!). β
β I think this should be a wake-up call for all of us. It sure was for β
β us. We often forget how vulnerable we are. This interview clearly β
β shows what we must do to keep from getting busted, and I'm quite β
β confident that if we follow those steps, we will be alright for the next β
β few years at least. We should keep on our toes, though, and keep up β
β with the times. Congress is constantly debating bills that mostly β
β involve the regulation of child pornography, but could quite easily β
β effect us as well. β

β Q : You have comments that Razor 1991 should have been rated the #1 β
β games group in "Best of 1995 Games" in RCN #7. What are your β
β reasons for thinking that? β
β β
β A : Well, Razor dominated the floppy scene for the majority of 1995, β
β and became a top notch CD group before the year's end, there is no β
β reason for Razor not to be #1. β
β β
β Q : Many people also believe that the late group, Genesis, was the β
β best in floppy, as far as cracking. There were many rumors that β
β Razor floppy games were not cracked, and there were many group β
β problems, such as the conflict between The Renegade Chemist and β
β The Speed Racer. β
β β
β A : Genesis was nowhere near the best. Razor dominated, as seen in β
β any warez report. Genesis was known for their low budget titles β
β and as a result got the nickname 'budgetis'. Being an ex-Razor β
β member, I had tried all the games, and they were all cracked. That β
β is just a rumor. The Speed Racer and The Renegade Chemist had a β
β power struggle which was at the beginning of the year, resulting β
β in The Renegade Chemist's dismissal. β
β β
β Q : Were there any problems with Genesis releases that would make β
β Razor superior? β
β β
β A : Genesis was budget, and their releasing near the end was minimal β
β because Razor ruled europe, and Europe was the only place floppy β
β titles were coming from near the end. Genesis titles were between β
β 15-20$, BARGAIN discount titles. They were not as shitty as β
β Tyranny, but they released a bunch of cheap shit. β

β Q : You are an ex-Razor member, why are you an "EX"? β
β β
β A : TSR and I were in an argument about certain things within Razor. β
β One thing led to another and i told TSR to remove me from the β
β group NFO. β

β Q : What was your position in Razor? β
β β
β A : Razor Council. β

β Q : What were your responsibilities when you were Razor Council? β

β A : I was one of the Razor leaders along with Pharaoh, TSR, The Gecko, β
β and Third Son. I took care of my "division" within Razor. β

β Q : What is meant by "division"? β

β A : Razor is separated into many "divisions", each with its own leader β
β to make sure things run smoothly. β

β Q : What division were you in charge of? β

β A : The uhh... "creative calling" division... :) β

β Q : What were some of Razor's internal conflicts between TSR and TRC? β
β What happened within Razor that made TRC split away and start β
β Eclipse? β

β A : The problem was, TRC wanted the group to fold, but TSR/The Gecko, β
β and the rest of the crowd wanted Razor to live on, TRC released β
β "Razor is dead" text file, but Razor kept releasing, and a short β
β while later, a vote came to see whether or not to let TRC back in, β
β and they voted not to. As for Eclipse, that took a while, TRC β
β wanted to become the leader of Fairlight, but that didn't work β
β out, then he joined Tyranny, and Cyber Angel made it clear to TRC β
β that he wouldn't be the leader so he grabbed his remaining β
β "people" in Razor, and with some outside sources, formed another β
β floppy games group, Eclipse. β

β Q : Why did TRC want the group to "fold?" at it's prime when Razor was β
β the #2 floppy games group? β
β β
β A : Razor had very serious financial problems, and was being beaten β
β by Genesis at the time, so i guess he thought there was no hope β
β and decided to kill the group. β

β Q : What do you mean by financial problems? β

β A : They did not have the money to pay back the suppliers for the β
β originals. β

β Q : What the FUCK? Razor BOUGHT their releases??? β

β A : Of course, every major group does, or at least some of the titles. β
β That's what distribution sites are for, to keep a balanced budget. β

β Q : What are your views on Hybrid? β
β β
β A : Hybrid could be a great group, but they have run into a BIG load β
β of financial problems. That's why their have had no releases β
β since 1996. β

β I read the interview thoroughly and have a few things to say to you, β
β Evil Current, and any other people that think that Razor should have β
β beaten Genesis out in '95. First off, I remember quite vividly a moment β
β last year when Razor was having a hard time releasing anything at all. β
β I can't complain about that, though, because there were very few disk β
β games to release, and Genesis understood that before you did. Razor was β
β a very good group in '95, kept quality very high, but I can't endore β
β that Genesis was a "budget" group. I just can't say that any of the β
β following releases are "budget." Heck, I'm inspired now... I WOULD β
β compare releases from both groups, but fuck, Razor didn't do rzr-*.zip β

β It seems that Mikeysoft and the "irc.portal.com" IRCOp staff have teamed β
β up to fight for a lost cause. After the Mikeysoft rumor was spread, and β
β and the two groups fought over it (DMN-DTC), emerged some angry users, β
β not angry at Mikeysoft anymore, but angry at the IRCOps, it seems Piker, β
β the ADMIN at irc.portal.com made a list of unregistered KILLS in several β
β channels, such as #Fatefiles and #Demolition. These kills were uncalled β
β for and labeled by the admin as, normal BOT kills. But few users who β
β were victims claim the same story. Violator of DMN, logged each and β
β and every one of his /kills to a filelog, and vows to use them against β
β Piker by sending it in to other Admins across the net. These attempts β
β were met with hostility from other IRCOps, but were proven that Ops were β
β not fond of going up against one another. This raises a new question, β
β have the IRCOps joined together in one big group, in an effort against β
β all of IRC, vowing never to fight against another? These are the β
β questions that we want answered, but will these questions be heard? β

β The problem with user response is that they all fear the IRCOps, β
β thinking that an IRCOp will /kill them when they come on, or kill them β
β when they speak to them. And that fear is wrong, I cannot believe that β
β IRC could ever become so hostile in such a short period of time. I am β
β also angry at the IRCOps who do not confront other IRCOps who do wrong! β
β It has been a few weeks since the problem with Piker, and there are β
β still no responses, and no actions. This gives users of IRC a reason to β

β faces in the release and courier scene. In the first week of 1996, the β
β only major game releasing powers that showed us anything were Legacy and β
β Razor 1911. I was surprised not to see anything from Hybrid, which was β
β quite obviously the biggest release power of the second half of '95. I β
β assumed, however, that they would release shortly, and probably whoop on β
β the rest of us again, much like they did in '95. I was wrong. An early β
β visit to #HYBRID this morning yielded a virtually empty channel, it β
β contained only Hybrid's bot, until that too went down in a split. I β
β investigated around and the best that I could find was "Well, I HEARD β
β Hybrid was dead, but why would they go down so abruptly?!" β

β It didn't make sense! There could be only three answers to this. β

β caught up in a financial disaster with the ex-leader of TDU-JAM, FanFan β

β involved in any money transfers. β

β Hybrid was an awesome group that served us with some of the best β
β quality in CD games releases ever. It might be too early to tell β
β exactly what happened, but Hybrid wasn't perfect, and they may have β
β had internal problems that we just never found out about. Who knows, β
β those internal problems may have been what lead to its potential slump. β

β The scene began as a form of getting software without having to pay β
β for it. Ultimately this was for the benefit of the end user, perhaps β
β you. It was taken for granted that if the end user doesn't pay for the β
β program, the group itself shouldn't either. Groups would get new β
β releases via store suppliers, who would upload them to a supplier HQ FTP β
β site, where the group seniors would grab it, test it, crack it, package β
β it, and send it on its way. Once off, the release would be tossed β
β around the world within a matter of hours, and would finally end up on β
β warez boards. However, it seems that something very different is in β
β fact happening. β

β As we learned from the interview with Evil Current, virtually all of β
β the larger groups actually pay their suppliers for the warez that they β
β supply. I don't know if this applies only to games, I suspect that it β
β does, as on the utils side of the market, releases are more abundant. β
β I doubt that the suppliers, most likely store suppliers, paid for the β
β software that they supplied, though, so it turns out that the only one β
β profiting is the supplier. Groups would make up for the lost funds by β
β charging their member boards and distribution sites a fee for the β
β assigning of a courier to their location, and oftentimes not even that. β
β So far I understand that Genesis, Razor 1911, Hybrid, and TDU-JAM have β
β paid their suppliers and charged their boards to make up for the cost. β
β This is to say that pretty much all the games groups pay their β
β suppliers. β

β I hate to mention Legacy, being that it is my group, because I feel β
β that my words will be assumed to be completely biased, but I'll say this β
β much: Legacy in no way will EVER pay a supplier to supply us with warez, β
β nor will it ever charge a member board or distro site to carry our tag. β
β It might sound idealistic but the truth is that all Legacy members β
β believe in a common goal that we are here to help the scene by giving β
β away FREE games. If our suppliers are unable to attain software without β
β paying for it, they will be responsible for the funds, as the problem β
β should end at their level. β

β The whole cycle, from the supplier to the board to the end user, β
β should not result in the transfer of any money between the groups, the β

β I would like to say a few words about a recent release. I spent 9 β
β hours one night downloading a program that I was told to be "Killer". β
β It was "The Planets" released by ROR. After leeching for an eternity, I β
β got this BIG 36 Disker ??(Check please) release, this was after going to β
β ROR channel in IRC and asking a few times, and getting no response. And β
β all this after having to beg to be invited into the channel. I leech β
β this program, unzip it, find out it's not a game, it's a galaxy making β
β program for looking at stars and shit, and from the size I thought I'd β
β at least get to watch great animations and stuff, but no, the cool stuff β
β was ripped out and I was left with a shell. I would just like to thank β
β ROR for wasting an ENTIRE night on a piece of shit program. They could β
β have at least answered my questions rather than ignore an IRC regular β
β and justify their obviously due reputation. Anways, Entropy, my plea is β
β that if a group is going to release a piece of shit like this, and waste β
β everyone's time, at least warn us or answer when we ask what it is. I β
β know that some groups may have accidently released programs that are not β
β fully cracked or are missing parts, at least they give us enough of the β
β program to see if we like it enough to warrant buying(ECK!) or getting β
β a fix for it, but there is no excuse for SHIT like this astrology β
β program. That is about it, I just had to vent my anger at a group that β

β sympathise with you when things like this happen. I also hate it β
β when I go and download something that is 30+ disks and to find that β
β it does not work, or that it is not at all what I was expecting, but β
β you also have to remember that you have gotten this software for free. β
β To tell you the truth, I actually thought that software was a game also, β
β but when I saw the 30+ disk part it drew my mind away from even thinking β
β of getting the program. Now not going back on what I have said before β

β I think that one of the major problems you had was the lack of support β

β with you that virused programs are very easy to fix, since it only takes β
β about 30 seconds to run a scanner, but it is very bothersome cause you β

β programs. For all you know the site that they first U/L it to had a β
β virus of some kind and when they were adding the diz or what not, who β
β knows. The thing is though that it would save time and energy for you β
β to just run that virus scanner than to go into a channel and bitch about β
β something that will ultimatly get you no place but banned from the β

β something is that big it must be SO important as you would need to buy β
β the software instead. I do agree with you again that when things don't β
β work it bugs the crap out of me, but what can you do about it? Nothing! β
β When groups release something MOST of the time the groups go to great β
β lengths to test a release well before they release the program. β
β Sometimes the release may work perfectly on their computers and not on β
β yours. Who knows, but MY point is that what are you really gaining by β

β show off how K-rad or C00l you are by pissing off a group as much as you β
